Security guards now mandatory in clinics and laboratories
The Department of Labor and Employment (DOLE) now requires security guards to operate INDEPENDENTLY.
In a statement released on Thursday, November 11, 2021, DOLE Secretary Silvestre Bello III said the requirement, which is mandated by Labor Notice No. 20, series 2021, aims to further ensure strict compliance with occupational health and safety at all workplaces.
The labor opinion requires the compliance of autonomous micro-health care and related facilities with the law on occupational safety and health (OHS) (Republic law 11058), its rules and implementing regulations (decree Ministerial No. 198, 2018 series), and OSH standards.
“Our labor inspectors are subject to strict orders to enforce our regulations on occupational health and safety. Severe penalties must be imposed on employers and workers who violate them. At the same time, however, we need to help them comply with the regulations, ”said Bello stressing the role of the ministry in ensuring that establishments are properly guided in compliance with OSH rules.
Autonomous micro-health care establishments and related establishments are those with no more than nine workers and operate independently of small, medium and large health care establishments and related establishments, the labor opinion says. . It includes medical and dental clinics, rest clinics, optical clinics, laboratories and other similar health care establishments and related facilities.
Bello said designated health and safety personnel must have completed a four-year health-related course with the necessary knowledge of Standard of Care and Universal Precautions. They must have completed security guard training 1 and first aid training at work.
Security Guard 1 training consists of a compulsory eight-hour orientation course on OSH and a two-hour training of trainers.
Safety and health personnel can also be a “traveling security officer”. This means they can also be assigned to another stand-alone micro-health facility and related facility with the same owner or employer within a five-kilometer radius, Bello explained.
To serve as a guide to ensure a safe and healthy working environment, autonomous micro-health care and related institutions should formulate and implement the necessary OSH programs.

Some of the fundamental elements of the OSH program are management commitment and employee participation, workplace risk assessment, risk prevention and control, safety training and education. and health and evaluation of the OSH program.
The OSH program should then be submitted to the regional or local DOLE office having jurisdiction over the workplace.
